Американские ценные бумаги, впервые выпущенные 24 октября 1984 г. с единственной целью привлечь иностранных инвесторов. Представляют собой гибрид ценной бумаги на предъявителя (предпочитаемой европейскими инвесторами) и ценной бумаги, подлежащей регистрации (предпочитаемой Налоговым управлением США). Владелец такой ценной бумаги не должен регистрироваться, но дилеры по операциям с ценными бумагами обязаны удостовериться, что покупатель не является американским гражданином или резидентом. Процент по таким ценным бумагам выплачивается один раз в год. Первоначальный выпуск состоял из 11-месячных обязательств с трехлетним сроком погашения и с доходностью на три десятых процентного пункта ниже, чем по обычному векселю.
